Can we use Exhibit Manager as a reviewing database, like Relativity?

You can use ExhibitManager to review documents, however, EM is not an eDiscovery tool, such as Relativity. EM works best with up to several thousand documents per project (typically our customers use ExhibitManager in projects up to 15’000 to 20’000 documents). Therefore, we recommend using ExhibitManager once you have limited the documents to those that are somewhat relevant for your submissions/witness statements.
